- Annotation: Based on little-known published sources (articles of contemporaries, biographical sketch of the friend, writer Pyotr Bykov, speeches at meetings of the St. Petersburg City Duma) and archival documents from the Central State Historical Archive of St. Petersburg, the activity of the vowel since 1881 of the St. Petersburg City Duma is reconstructed in the article, chairman of the St. Petersburg Council of Attorneys at Law, lawyer Pavel Antipovich Potehin (1839-1916). His activities are presented against the background of the activities of the City Duma in the field of public education, professional ties with other city councillors are revealed. Pavel Potehin took an active part in the city executive commission for public education, participated in the development of many projects, such as implementation of the opening of the first free city reading libraries. Since 1900, he had headed the city commission for public education; based on an analysis of his activities and the opinions of his contemporaries, it can be concluded that Pavel Potehin managed to become a successful manager of education and librarianship in that time's capital St. Petersburg. As the head of the commission, together with other councillors and cityfolk, he contributed to the opening of new city schools and colleges, libraries, the organisation of school colonies, and contributed to the organisation of travel, meals and cultural and educational recreation for students.
